Historical background of the ZCC
The Zemen Construction Corporation was initially established as the ANRS housing development project office, with the aim of solving the housing problem in Amhara zonal cities. Thus, it came into being in 2006 under Decree No. 129/2006. The project met its goal of completing condos within the specified five-year timeframe. Its accomplishments include the construction and delivery of 20,093 residential and commercial houses across twelve zonal cities. In 2011, following the project period’s conclusion, Regulation No. 83/2011 led to its reorganization under the agency structure. In the subsequent five years, the organization managed to complete a multitude of crucial tasks while operating under Agency structure. To mention some illustrations, the agency undertook the construction of industrial sheds, housing, and social services for sugar mill workers, as well as various multi-purpose buildings and access roads. Its numerous constructions, including houses and social services for those affected by the Renaissance dam were acknowledged by various entities with multiple national recognition awards.
Regulation No 131/2015 in 2015 led to the company assuming more duties and transforming into an independent enterprise without reliance on government subsidies. The ANRS construction and housing development agency underwent a name and status change and is now referred to as Amhara Building Works Construction Enterprise (ABWCE). Following two years of success as Enterprise, the regional government made a decision in 2017 to merge the ABWCE with Amhara Urban Development and Construction share Company under regulation No 177/2017. Amhara Building Works Construction Enterprise has successfully continued its journey under the same name following the merger.
The company transforming to Zemen Construction Corporation by Regulation No 215/2024 in 2024 led to Rebranding its name, logo and Vision, Mission, Values and Company status.
The Corporation runs manufacturing facilities that support its primary goal of building and road construction. Thus, it possesses factories and plants dedicated to the production of aggregates, prefabricated building components and partitions, as well as wood, aluminum, and steel works. Apart from this, it has quality testing centers in Bahirdar and Woldia city. The enterprise has buildings in Addis Ababa Triple building (4G+B⁺⁵, 4G+B⁺¹⁵, 4G+B⁺²⁵) and Bahir dar (B+G⁺⁷, B+G⁺⁵&G⁺¹) and is currently constructing a new multi-task building in Dessie City (3B+G⁺⁹). As part of its other investments over 438,645,256 million birr. it holds shares in many companies Such as Abay banks and insurance companies, ORDA A.A city G⁺²⁵ Triple Buildings(80+ shares), Abay Industry, Gosh Meda Pipe & Plastic Factory(50+ share) and Sekota Ceramics & Marble Factory. Furthermore, the implementation of corporate governance framework is underway at ZCC to meet the requirements of the upcoming Ethiopian capital market.
In short, ZCC, a government public company, has defied challenges such as the COVID pandemic and civil war in northern Ethiopia, and is making remarkable strides.
